How do we tackle high and rising youth unemployment in conflict and post-conflict areas?

I’m organising a conference, taking place in Belfast in March 2012, which will focus on the issue of youth unemployment.
We’re focusing particularly on the extra challenges faced by young unemployed in conflict and post-conflict situations where education may be disrupted or halted altogether, training opportunities limited and employment prospects poor.
I’m really keen to hear from anyone who has any thoughts on this topic and/or recommendations of programmes that are successfully addressing the issue of youth unemployment in your cities or counties.
Is youth unemployment a big issue in your city? Is this being properly addressed? How has conflict affected young people in your city/country? What efforts are being made to tackle youth unemployment?
